Job Description:
- Under the guidance of Chief of WES program and Chiefs of Field Offices provide technical support in designing, preparing, implementing, monitoring and evaluating NWFP and AJK WES projects. Analyze and evaluate data to ensure achievement of objectives and recommend corrective action when necessary to meet project objectives. Assist in the development and introduction of new approaches, methods and practices in WES project management and evaluation.
- Access field level information of the WES project activities, as well as assist in conducting periodic program reviews with Provincial/AJK Office staff, government counterparts and other partners. Assist in preparing action on operational procedures affecting project implementation and management. Provide technical advice and assistance to field office, government officials and other partners in the planning, implementation, monitoring and evaluation of the WES program.
- Under the guidance of the Chief of WES program, collect and analyze WES data for Situation Analysis (at country, provincial and district level), WES program/project planning, management, monitoring and evaluation purposes. Analyze WES program implementation reports and evaluate against established program recommendations and plans of action. Prepare tables, graphs and other statistical data on WES Program. Report outcome of analysis and propose corrective action. Update the information/reports periodically, including mid year and annual reports on WES Program.
- Under the guidance of the Chief of WES program, assist in the preparation of Annual Work Plans, Joint Programs, Project Cooperation Agreements and other Program documents. Ensure the accurate and timely input of project progress reports, information in PROMS and the issuance of status reports for monitoring and evaluation purposes.
- Provide technical inputs to the Provincial / AJK Offices and government authorities to plan and organize WES training programs. Assist in identifying training needs and objectives for the purpose of capacity building, piloting innovative approaches and for program sustainability as well as promotion and advocacy.
- Review and follow-up on implementation and recommendations of agreements with the appropriate ministries and partners. Liaise with and monitor the activities of donor agencies in WES and ensure adequate documentation and the preparation of donor reports on time.
- Coordinate with the Operations/Supply Section on supply and non-supply assistance, ensuring proper and timely UNICEF and Government accountability of DCT. Monitor delivery, quality and proper use of supplies through field visits. Liaise with Provincial/AJK Offices to certify disbursements of funds, monitor and submit financial statements on time.
- Assist in preparing project status/progress reports required for donors, budget review, program analysis, annual reports, etc. using data and program progress information from ProMS.
- Contribute to the development of the sectoral work plans (AWPs); ensure compliance to achievement and documentation of specific assigned objectives.
- Ensure inter-sectoral collaboration with other program colleagues and other UN agencies for efficient and effective coordination, and enhanced synergy. Interact with Advocacy and Communication/Program Communication Section in the development of appropriate program communication and information strategies and material to support advocacy and program development, especially on hygiene practices and sanitation awareness.
