Job Description:
- Lead in the development of health interventions in development and emergency situations within the mandates and limitations of the Islamic Relief Pakistan country strategic plan.
- Develop new projects, proposals in a manner coherent with other interventions.
- Put the child and the mother at the center of all health interventions by crafting new approaches and strategies compliant with the CRC mandates particularly focused on child survival.
- Ensure quality execution in the delivery of health orientated services at project areas are within global standards and intervention plans are crafted and agreed accordingly with lead implementers
- Coach all sectors in dealing with health interventions particularly the children and women in communities and who are in extremely difficult circumstances and children and women with special needs.
- Ensure that every sector is properly appraised of the health approaches country and at field level for their proper appreciation and support
- Ensure that all materials utilized in field mobilization activities are WHO requirement compliant.
- Lead in the crafting of approaches and influence programme designers in incorporating children and women health concerns in all project interventions leading towards the crafting of concepts and interventions towards child friendly communities.
- With slant on health, pilot the child friendly communities in new intervention areas originating from child friendly spaces and expanding such to cover communities.
- Craft case studies in support for strategic shift in health interventions
- Ensure that policies, systems and procedures are duly followed, re-designed as necessary and subscribed to,particularly the child protection policy
- Ensures that the teams engaged on the ground are duly trained and suitable to meet the child protection policy standards as set by Islamic Relief Pakistan
- Ensure that child survival is given primacy in the development of programmes and budgets of all projects in the drawing board prior to submission to donors.
- Ensure that proper appraisal and communication to donors are done pertaining to putting primacy in child and women survival as implemented within IR Pakistan
- Ensure that new projects are developed around the thematic areas of the child survival and protection.
- Ensures that the country programme leadership is properly informed about the health status of children in the area offices and craft recommendations as well as courses of actions to address the same.
1. Envisioning and Initiating : Proficiency in the woman and Child survival approaches in health, the approaches and the implementation of it is done and results captured in a lesson sharing documents to influence programmatic and country management directions on Maternal and /Child Health and other health interventions relative to supporting women and child survival, protection, development and participation. Ensure that health-based data are dis-aggregated and duly updated to facilitate planning and informed actions. Ensures sectoral consultations are done to arrive at programmatic coherence across all sectors.
2. Statement of work: Applies the principles and techniques articulated at the public health management systems in a manner updated if not trail blazing Influence the strategic shift in a manner that is consultative at the country office level. Demonstrate how to?s on field initiatives relative to the Public Health concerns in programming.
3. Scheduling and Costing: Consult with APMs and programme implementers regarding task detail and duration including the appropriateness of techniques to ensure level of accuracy such as ballpark, order-of-magnitude, and able to select and perform appropriate community analysis to ensure correct and proper community participation. Further to this, systematic consultation with stakeholders: religious leaders, civil leadership, the women, the children other interests groups are done in a manner engaging and constructive.
4. Resourcing and Planning: Developing the in-country consultation and intervention and participation plan, giving premium to maternal and child health with greater leads towards WHO compliance. Ensures too that Targets are met without sacrificing quality. Ensures that new proposals are designed and submitted to donors, all reports are crafted with high level of quality and subscribing that donor requirements are duly complied with in a manner timely and accurately
5. Risk Management and Quality: Able to identify policy risks, assign and or assume risk ownership, shared in-country responsibilities in order to contain risks. Able to execute the risk plan, implement corrective action, mitigation, workarounds, update the plan and report status.
6. Performance, Benchmarking and Closing: Able to lead, coach and direct the execution the project plan, record progress, metrics to ensure cost, schedule, scope, resources and quality are maintained. Apply simple intervention skills within the level of competence and authority to ensure stakeholders understand the impacts and project tradeoffs: responsibility of users (country leadership, programme implementers, parents, communities) , and the implications and ramifications of responsibilities.
This is a senior post and would require a strategic thinker as well as on-the-ground health implementation experience.
